Environmentally friendly facility to boost local economy during construction
WINDSOR - Infrastructure Ontario and the Ministry of Community Safety and Correctional Services announced today that the Province has reached financial close with Forum Social Infrastructure to design, build, finance and maintain the South West Detention Centre.
The South West Detention Centre will be located in Windsor, Ontario. This new facility will be maximum security. It will have capacity for both 315 male and female inmates and will include general population, infirmary and special purpose beds.
Today's announcement signifies that all contractual steps have been completed and the project can move forward. Construction of the detention centre is expected to begin in June/July 2011 and will be completed in fall 2013.
The project will create hundreds of construction jobs through the employment of local trades and construction related suppliers. Labour and materials for the project will be drawn largely from Windsor and the surrounding communities. Forum Social Infrastructure plans for partnering with local companies were negotiated into the project agreement. Local prime team members include J.M.R. Electric Ltd. and Johnson Controls Inc. At the peak of construction, as many as 150 workers are expected to be on site daily.
The Forum Social Infrastructure consortium is led by Forum Equity Partners Inc. with Bondfield Construction Company Limited providing construction services. The facility was designed by NORR Limited and Johnson Controls Inc. will provide facilities management. Brookfield Financial acted as the financial advisor to Forum Social Infrastructure.
The Province has signed a contract with Forum Social Infrastructure for $247 million, in current (2011) dollars. When adjusting for the anticipated inflation over the 30-year contract term, the contract value is approximately $336 million.
Forum Social Infrastructure will receive annual payments from the province over a 30-year period. Payments cover construction, building maintenance, lifecycle repair and renewal and project financing. Lifecycle refers to ensuring that heating and cooling systems, windows, floors and roofing structures, for example, are kept in excellent working condition over the 30-year period.
The design and construction of the South West Detention Centre will adhere to the guidelines and sustainability principles of the Leadership in Energy and Environmental Design (LEED®) rating system, with a goal of achieving LEED® Silver certification. LEED® buildings focus on healthy indoor environments, reduced greenhouse gas emissions and efficient use of energy, water and other resources.
Infrastructure Ontario is working with the Ministry of Community Safety and Correctional Services to develop the facility, which will remain publicly owned, publicly controlled and publicly accountable.
