Environmentally friendly facility to boost local economy during construction 

Infrastructure Ontario and the Ministry of Community Safety and Correctional Services announced today the province has signed a contract with Carillion Secure Solutions to design, build, finance and maintain the Forensic Services and Coroner's Complex. Today's announcement signals that all contractual steps are complete, the financing set and construction can begin.

Construction will begin in August 2010 and will be completed in early 2013. The project will help provide economic stimulus by creating and supporting thousands of jobs. At the peak of construction, it is estimated approximately 450 workers will be on site daily. Labour will largely be drawn from the Greater Toronto Area.  

The Forensic Services and Coroner's Complex will be located in the Province's Downsview Complex in Toronto. The new complex brings together the Office of the Chief Coroner, the Ontario Forensic Pathology Service and the Centre of Forensic Sciences on one site making collaboration between the units much easier. It will offer the world-class forensic capabilities Ontario needs in the years ahead and will accommodate increased capacity for autopsies and forensic science cases.  

The Forensic Services and Coroner's Complex will add significantly to Ontario's ability to apply innovative science to criminal and public safety investigations. The current location of the Office of the Chief Coroner, the Ontario Forensic Pathology Service and the Centre of Forensic Sciences in Toronto's downtown core does not provide room for expansion. 

The design and construction of the new complex will adhere to the guidelines and sustainability principles of the Leadership in Energy and Environmental Design (LEED) rating system, with a goal of achieving LEED Gold certification. LEED buildings focus on healthy indoor environments, reduced greenhouse gas emissions and efficient use of energy, water and other resources.

“Once built the Forensic Services and Coroner's Complex will provide the province with an environmentally progressive, technologically advanced facility that will keep pace with the increasingly complex demands of the justice sector,” said Rick Bartolucci, Minister of Community Safety and Correctional Services.

Carillion Secure Solutions will receive annual payments from the province over a 30-year period. Payments cover construction, building maintenance, lifecycle repair and renewal and project financing. Lifecycle refers to ensuring that heating and cooling systems, windows, floors and roofing structures, for example, are kept in excellent working condition over the 30 year period. The payments are like a fixed-rate mortgage with maintenance and repair expenses included. The total value of the payments to Carillion Secure Solutions spread over 30 years is approximately $1.005 billion. In present value dollars this is equivalent to approximately $497 million.

Infrastructure Ontario is working with the Ministry of Community Safety and Correctional Services to develop the facility. Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget.
