WINDSOR- The Honourable Sandra Pupatello, MPP for Windsor West and Bruce Crozier, MPP for Essex, joined David Musyj, President and CEO of the Windsor Regional Hospital to mark the progress of the site preparation work to ready the hospital's Western Campus for redevelopment and to announce the companies pre-qualified to build and finance the hospital's expansion project.

Highlights of the Windsor Regional Hospital capital redevelopment project include:

  • New construction and renovation to provide a 70,000-square-foot longer-term mental health building on the Western Campus
  • overall capacity for up to 65 longer-term mental health beds and up to 60 rehabilitation service beds
  • renovation of an existing building, including exterior repairs and upgrades to the elevator that services the building
  • renovation of the 50,000-square-foot Tower Building, which houses in-patient rehabilitation services 

“This expansion project at the Windsor Regional Hospital is an important step for the community,” said Pupatello. “The redeveloped hospital will provide a tremendous opportunity to improve health care in Windsor.”

The companies pre-qualified for the redevelopment project are:

  • Aecon Buildings, a division of Aecon Construction Group Inc.
  • Bondfield Construction Company Limited
  • Carillion Canada Inc.
  • Eastern Construction Company Limited
  • EllisDon Corporation
  • Oscar Construction in a joint venture with Vollmer & Associates
  • Pomerleau Inc.
  • Walbridge Aldinger in a joint venture with McKay-Cocker Construction 

“We are pleased to see such interest from the construction industry in this project,” said Minister of Public Infrastructure Renewal David Caplan. “Our government is making much-needed improvements to Ontario's infrastructure at an unprecedented rate. These improvements will be made in a way that ensures value for taxpayers' dollars as we build strong, prosperous communities.”

The announcement of the pre-qualified bidders completes the request for qualifications (RFQ) process, which began on October 25, 2007. The RFQ process identifies bid teams with the development, construction and financial capacity to undertake a project of this size and complexity. A request for proposals (RFP) is expected to be issued in late summer 2008. Construction for the main redevelopment project is expected to begin in summer 2009.

“I'm thrilled to see this project moving forward,” said Crozier. “Once the redeveloped hospital is complete, residents of Windsor and Essex County will have the care they need, as close to home as possible.”

Site preparation work over the past month has involved the demolition of the McGregor Building, relocation of electrical and plumbing services, as well as the removal of contents from the McGregor Building.

Gagnon Demolition, an Essex County family-operated contracting firm, is performing the demolition work. Demolition of the Osmond East and Osmond West buildings will begin later this month and continue into March. The Bartlett building will demolished at a later date.

“The site preparation work marks an important milestone for us - one that brings us closer to achieving our vision of a renovated and expanded health care facility that will benefit the entire community as well as the staff, patients and families of Windsor Regional Hospital,” said David Musyj, President and CEO of Windsor Regional Hospital.

"The hospital board is committed to this project as it enhances care for Windsor and Essex County and brings renewal to our Western Campus, which is a Centre of Excellence for Rehabilitation, Complex Continuing Care and Specialized Mental Health Programs" said Brian Chillman, Chair, Board of Directors of Windsor Regional Hospital.

Infrastructure Ontario and the Ministry of Health and Long-Term Care will work with Windsor Regional Hospital to redevelop the hospital, which will remain publicly owned, publicly controlled and publicly accountable. Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget.

This project is guided by principles outlined in the province's Building a Better Tomorrow framework, which ensures public ownership of core assets such as hospitals, schools, and water and wastewater facilities.
