WINDSOR - Plans to redevelop the Windsor Regional Hospital's Western Campus took another step forward today when the Windsor Regional Hospital and Infrastructure Ontario released a request for proposals (RFP) to build and finance the hospital's expansion project.

The project will accommodate the hospital's increased capacity to meet the needs of a growing population, to reduce patient wait times and to enhance access to services for rehabilitation and longer-term mental health programs.

“By increasing services, patients will have better access to the care they need close to home in comfortable surroundings,” said Sandra Pupatello, Minister of International Trade and Investment and MPP for Windsor West. “Projects like Windsor Regional Hospital's redevelopment improve Ontario's health care system and support our quality of life.”

“Our government's leadership to move forward with this project will help to create an advanced, accessible and effective health care system and most importantly, meet the changing needs of our growing community,” said Dwight Duncan, Minister of Finance and MPP for Windsor-Tecumseh.

The bidders short-listed for this project were pre-qualified through the request for qualifications (RFQ) and include: 

  • Aecon Buildings, a division of Aecon Construction Group Inc. 
  • Bondfield Construction Company Limited 
  • Carillion Canada Inc. 
  • Eastern Construction Company Limited 
  • EllisDon Corporation 
  • Oscar Construction in a joint venture with Vollmer & Associates 
  • Pomerleau Inc.
  • Walbridge Aldinger in a joint venture with McKay-Cocker Construction  

The request for qualifications, issued in October 2007, pre-qualified the teams with the construction, operational and financial capacity to undertake a project of this size and complexity. 

Once RFP submissions are received and evaluated, a winning project team will be selected. The winning project team will be announced in early 2009, and construction is expected to begin shortly after.

"The issuance of the RFP culminates a considerable amount of planning by the Board of Directors, staff and volunteers at the hospital.  The Early Works portion of the project, which includes the demolition of older buildings to make way for the 65-bed specialized mental health hospital, is on time and on budget.  This project will result in state of the art health care facilities as well as both short and long term jobs to the community" says David Musyj, President and Chief Executive Officer, Windsor Regional Hospital.

Infrastructure Ontario and the Ministry of Health and Long-Term Care will work with Windsor Regional Hospital to redevelop the hospital, which will remain publicly owned, publicly controlled and publicly accountable.
