Request for Proposals Released: Building Post-Secondary Education Infrastructure in the Greater Toronto Area

MISSISSAUGA - Infrastructure Ontario has released a request for proposals (RFP) inviting three short-listed teams to submit proposals to design, build and finance Phase II of the Sheridan College Hazel McCallion Campus development in Mississauga.

The second phase of expansion will enable Sheridan to increase the range of programs offered at the campus and accommodate up to an additional 3,200 full-time students, for a total enrolment of approximately 5,500. The new facility will be located on the existing campus at the corner of Duke of York Boulevard and Prince of Wales Drive, across from Square One. It will feature state-of-the-art classrooms, computer laboratories, a creativity centre, faculty offices, and a gallery space to celebrate student creativity and innovation.

Opened in September 2011, the Sheridan College Hazel McCallion Campus provides a creative and collaborative learning environment for students, reflecting Sheridan's “creative campus” concept.

Infrastructure Ontario's competitive request for qualifications (RFQ) process resulted in the highest ranking teams being selected to submit bids during the RFP stage. The three short-listed teams are:

Integrated Team Solutions

  • EllisDon Corp./Capital Inc.
  • Fengate Capital
  • DIALOG Ontario Inc.
  • Kearns Mancini Architects Inc.

Progressive Learning Partnership

  • Walsh Construction Canada ULC
  • Walsh Group Ltd.
  • Stantec Architecture Ltd.

Sheridan Creative Partnership

  • Bondfield Construction Company Limited
  • Rocklynn Capital Inc.
  • Moriyama & Teshima Architects/Montgomery Sisam Architects

The three short-listed teams, which include leading companies from Canada and the United States, will have approximately six months to prepare their submissions. Once the proposals are received, Infrastructure Ontario and Sheridan College will evaluate the bids, select a preferred team, and then negotiate a final contract. The entire process will be overseen by a fairness monitor and the successful bidder will be announced in spring 2014.
