TORONTO - Infrastructure Ontario and the Ministry of Community Safety and Correctional Services announced today the companies pre-qualified to design, build, finance and maintain the Toronto South Detention Centre.

The Toronto South Detention Centre will be located on the south portion of the Mimico Correctional Facility in west Etobicoke. The project includes a 1,650-bed maximum security facility for adult offenders, including those with special needs. It will replace the Toronto Jail which is an aging facility that is often over capacity.

The pre-qualified companies include:

  • Integrated Team Solutions - EllisDon Corporation, Fengate Capital Management Inc., LPF Infrastructure Fund, RBC Dominion Securities Inc., Zeidler Partnership Architects, and Johnson Controls Inc.;
  • Access Security Toronto - Babcock & Brown ULC, WZMH Architects, PCL 
    Constructors Canada Inc. and Honeywell; and 
  • SNC - SNC-Lavalin Inc., SNC-Lavalin Investment, Schenkel Schultz Architecture, SNC-Lavalin in joint venture with Bondfield Construction and SNC-Lavalin ProFac. 

The pre-qualified companies will be invited to respond to a request for proposals, expected to be issued later this month. The teams were pre-qualified through a request for qualifications (RFQ) process, which began in June 2008.

Each company was selected for their development, design, construction, financial, and facilities management capacity to undertake a project of this size and complexity.

“This new facility will help the government to meet the current and future needs of the correctional system,” said Rick Bartolucci, Minister of Community Safety and Correctional Services.

Infrastructure Ontario is working with the Ministry of Community Safety and Correctional Services to develop the facility. Infrastructure Ontario is a Crown corporation dedicated to managing some of the province's larger and more complex infrastructure renewal projects - ensuring they are built on time and on budget.

This project is guided by principles outlined in the province's Building a Better Tomorrow framework, which ensures public ownership of core assets such as hospitals, schools, and water and wastewater facilities.
